Telegram AI Agent blocking suggestions

I was wondering how the AI agent for the community Telegram learns which accounts to block and/or ban?

A suggestion I had was to ban/block any accounts that have the name Deleted Account. Those are very common and they get around bannings by having no @username in their profiles you can look up to ban manually.
