Inconsistent Publish Time Filtering on ArcBlock Website

The "Publish Time" filter on the ArcBlock website does not correctly apply date constraints, allowing articles outside the selected range to appear. When setting the filter with Start Time as 2018/01/01 and End Time as 2018/01/01, an article published on December 30, 2017, is still displayed. This issue may be caused by incorrect date handling in the backend, inconsistencies in time zones or formats, or caching/indexing problems.
