Block/mute user feature

Just like on most social medias, we should implement a feature where you have the option to block/mute a user if necessary. In turn, this would mean the blocked/muted user cannot private or public message you on Arcblock community

For public comments, maybe their content shows as “press to display muted content”, so you have the option to see what they wrote, but it’s hidden to begin with as default
