discussions的文件上传失败后retry提示错误

discussions突然传不了截图，文件上传接口（https://community.arcblock.io/image-bin/api/uploads）直接报403，文件上传失败后，再次重试提示则文件已存在，不符合实际情况

👌🏻 Image Bin 忘记配置允许 guest 上传图片了，目前已支持上传图片

retry 提示重复文件的问题，为新版上传组件未更新导致的，我们这边更新一下即可
