Why Does My Bug Report with Impact Minor Not Qualify?

Hello Team,

I would like to ask about my bug report titled "'No NFTs to provide' Message Appears Even Though NFT is Available in Wallet." I noticed that it was given the "Impact Minor" label but did not receive the "Qualified" label like other reports.

Is there a specific reason for this? Apologies if my question is unclear, but I would like to better understand this so I can improve the quality of my reports in the future.
