Navigator should be blocked when AIGNE credit balance is  0, but it still runs in the legacy ArcSphere client

Summary

In the old (legacy) version of ArcSphere that is supposed to respect AIGNE credit balances, the Navigator feature is still accessible even when the user’s AIGNE balance is 0. According to the product design, a zero‑balance account should not be able to launch the Navigator.

Steps to Reproduce

  1. Open the legacy ArcSphere client.
  2. Confirm that the AIGNE dashboard shows 0 credits.
  3. Attempt to open the Navigator (e.g., click the Navigator icon or invoke a “summarize page” command).
  4. Result: The Navigator launches and functions normally, despite the zero‑balance condition.

Expected Behavior

When the AIGNE credit balance is zero, the Navigator should be disabled or present a “low‑balance / add credits” prompt, preventing any AI‑driven actions.

Actual Behavior

Navigator runs without restriction; the zero‑balance check is bypassed.
