Inconsistent Ordering in "Latest" Filter

I noticed that when I sort the discussions using the Latest filter, the order is not always consistent. For example, a post that was created 19 minutes ago appears above a post that was created 18 minutes ago. Based on the “Latest” filter, I would expect the 18-minute post to appear higher. Could you clarify if the “Latest” filter is based on creation time or last activity time?
