ABT 32% developers reserved supply question

Regarding this tweet:

I was aware 32% of the supply is reserved for the developers/builders and maybe also for some community pools…however, I’m a little confused by the following statement: “The Arcblock team has not touched (and will never directly use/touch) this supply”.

Does this mean the 32% will be locked forever? Or at some point it will be unlocked gradually to reward the developers?

just trying to understand what the team means by “it’s reserved for the developers” but at the same time also stating ”this supply will never be directly touched”, seems a bit contradicting and confusing to me. Thanks in advance
