"Add to Context" Allows Adding Blank Page (about:blank)

When a tab is in a blank state (showing about as the URL), the tab options menu still presents "Add to Context" as an available action. Selecting this option allows the user to add the blank page to their context/workspace, resulting in a context entry that points to no actual content, potentially causing confusion or errors when attempting to access that context later.
