Language Preference Not Applied on Initial Page Load

When opening an article page on the ArcBlock website with the language preference already set to English, the article content is displayed in Chinese instead. However, if the user switches the language to Chinese and then back to English, the content correctly appears in English. This indicates a bug in the initial language loading process, where the system fails to apply the selected language until the user manually changes it.
